Is Speeding against the Law?

Cars and trucks speeding east and west on 2nd St., and 5th St. (right past the Police Dept. and City Hall) in Coralville. This is happening consistently throughout the day. I saw a motorcyclist almost get wiped out speeding through the red light at the Lowes entrance intersection last week. Two days before that a black pickup truck with hawkeye plates speeding through the red light at 2nd. St. and 12th Ave. I was in the turning lane to go north on 12th. The light turned red, I thought the pickup coming at me would stop, as he was so far away, instead he accelerated after the light turned red and came close to hitting me. Unbelievable. Are the local police afraid of pulling people over? They should be making a ton of $$$ with all the tickets they could write. These drivers speed with impunity! Never seen anything like it anywhere I have ever lived. What are we paying for here?
