A Question About The Infrastructure Bill

If the Infrastructure bill is so bad that the majority of Republicans didn't vote for it, then why did these same Republicans go back to their districts and take credit for it? Why would anyone who voted against something - which is something I can check - tell people it's good thing? Hypocrisy or just a bunch of losers?
