A Question to Albanian People or anyone dealing with neighbors

There are several Albanian families living in the same building as me. The problem is they are very loud. One mother lets her children run like crazy animals for hours, then starts yelling at them to stop. They don't stop right away, so they keep running, yelling, knocking things over, banging things. Then she starts yelling at them again. They stop for a while and then continue when she is gone. Another one is acting like she is high all the time and keeps running around her apartment like it is on fire every single day. She makes all sorts of very loud noises and never stops from very early morning till midnight except when she briefly takes her child outside. I don't understand how it is humanly possible to be so hyper and so loud every single day non-stop. How many times does one need to drag pieces of furniture across the floor per day? How many times does one just drop heavy objects and repeatedly bangs things against the floor? Can her hands not hold things? Her child is too young for this. In both cases, the fathers act like they are almost not there. Just chilling. One does not discipline the children at all even if he is home and the children are acting extra hyper and loud, which is most of the time anyway. The other one seems not bothered that his wife is like a cyborg running on some non-stop hyper action programming and like her limbs are made of heavy metal. She never just walks, she always runs, but she runs like she weighs a ton when in reality she is of average build. The third one is older, her children are grown, so she goes gaga over the small children of these two families and all together with several other families they act kind of entitled to be honest. They've lived here in this building for a while, know each other, and don't give a damn about other neighbors. It seems like for you to even matter to them you'll have to be part of their group, and the only two ways to get in is either to be Albanian or to have a small child. Otherwise everything revolves around them, their children, and their group. I'm not judging the way they are choosing to raise their children or the way the husband-wife dynamic works. I am trying to understand, what is up with this entitlement and oblivion? You may enjoy being loud, but others around you might not enjoy hearing that. Any tips? Can a sympathetic Albanian person help me write a letter to them in Albanian? They don't seem to care otherwise. They almost look down on you because they act like this is their building. If all else fails, what's the worst type of Albanian rap to blast at them?
