I'm torn on setting term limits for everything. Although you can stop a corrupt politician from becoming too powerful... you also stop those that are doing a really good job. Instead of limiting the term, I'd like to limit the availability to run/get elected. For example, someone running for office has to be a resident of that jurisdiction. But we see too many times that professional politicians relocate because an office opened up. Hillary probably never heard of New York before taking the senate seat. Mitt Romney was in Utah, then moved to MA to be in office and then back to Utah. The Kennedy clan moved people all over dependent on open seats.
To hold an office, you must have been a resident of the district for at least three times the length of the term. A two-year congressman would need to have lived there for at least 6 years prior to running. A senator (6-year term) would have to have been a resident for 18 years before running. that would hinder the professional politicians from moving around just to run in a vacant spot. Another thing would to be to revamp campaign financing. ALL funds used to campaign for an office must come from within that district. Campaign funds may become more limited, but an opponent would have the same limited funds.
