Trembling Pigeon With Bulging Eyes

A young pigeon showed up in my pigeon kennel seemingly eating the ants that made a nest in it. When I picked it up and set it down it seemed to extreme difficulty walking and standing, has bulging eyes and trembles abnormally and doesn't try to fly away. I looked up pigeon diseases but none fit. It's standing and shaking on my chest. It seems to want to fly away but can't.
