LOOKING FOR HELP TO REPAIR MY CAR

I'm trying to find a can-do mechanic who knows how to do basic welding, to help me fix (weld) a couple of areas of the underside of the frame of my rusty but trusty 2005 Honda CR-V. I did have the underside inspected and I have a reasonable idea of the work needed, see the photos. I called or visited most of the 'commercial' auto shops in town, but they won't do it due to liability issues. The car needs to go up on a lift (or driven over a 'pit' in the ground, if that's what it’s called), to get proper access to the frame and work underneath. I hate to say 'backyard mechanic' as that sounds derogatory, which is not intended, but that's kinda what I'm looking for - someone who I can sign a liability waiver with (if required) and we just get this done. I’m happy to help scrape rust off if required. The inside of this car is in very good condition and everything works inside, and that’s why I’m trying to make the effort to save the vehicle. I would hate to have to scrap it if the frame cracks, and it's already making creaking noises which don't sound great. I bought this car in April, knowing it would need this work done soon, and obviously I’ll pay a reasonable going rate for the work. If anyone knows of someone who would be able to help me with this, I’d certainly appreciate it, thanks.
