Homeless with a stolen dog on Madison park

PP need to be AWARE.. Homeless people has been stealing dogs lately from store corners while owners are inside shopping..!! I sow a lady today speaking to a homeless man appx 30yo, no shoes, dark skin with 4-5 shopping bags seating in the park located at 23rd street and Madison.( where shake shack is located) The dog is a medium size dog,long legs, white with cream/brown color on the face/body like spots. Its a female dog. The dog has tags from the humane society from 2009. The lady gave food to the man and the dog and she asked the homeless guy the name of the dog and age and he said she is with him since puppy and she is 6yo.. (dogs tags_vax are from 2009) has other 2 little tags around her harness with information and the harness is white and pink color. The dog looks hungry and thirsty and the homeless guy was giving her candy to eat. The lady try to asked him if he needed help but he got upset and she walk away and told me about it while I was waiting for the bus across the street. If you know of someone who lost a dog with this description the homeless guy is siting with the dog in the park across the hotel NY Edition. Please pp be careful with your pets.
