Seized Craftman Chipper/Shredder Repair

Description

Purchased a Craftman Chipper/Shredder at an Estate Sale last month. It was under an addition for many years. I paid $20 with the hope that someone skilled in small motor repairs could get it running. It is a 8.5 HP Model 247.775880 and I have pictures if needed. It is currently under a tarp. If you can't get it started, I will pay you $40 for your effort and I will take it to the dump. If you can get it started I will pay you an additional $80. Need to prove you can fix it before I consider you.
