Please help to find Richard Ortiz the dishonest electrician

I contacted the electrician Richard Ortiz from KY maybe Covington, or surrounding area with one eye the other one he said was damaged in the army. He came to do electrical work for a small church in Addyston, OH, after the 1st project he insisted to gave him a $500 deposit for the next project, he came bag and told me that the electrical wiring what I want is no good in OHIO he wanted me to accept his solution I said no please return the $500, he promised will do unfortunately he never did I did not take immediately his information and I can not find him please help. If he does to a church I'm sure will do to others also. I am a retired priest trying to set up a little monastery to help people with spiritual or counseling need free of charge and I work at a Hospice at night shift to finish the restoration in day time at the church and this man was able to disappear and not to return the $500.
