OP here. Thank you all so much for your input. The deal is, the drug dealers that live behind me like to start the house party at midnite with the "music" that shakes my dishes out of my cabinets. For the last 2 nights in a row, I've had to call 911 every half hour, but RPD has other better things to do then respond to this. Last nite they started at 2am and went till 430am. I'm not going to confront them because I'm going on the assumption that they have guns and I don't. Someone said fire mite work, but I'm not going to jail over these less than humans. Let's see what tonite brings. Thank you.
