Dog Barking Law

I'm having issues with my neighbors dogs barking (3 small dogs). I live in a studio apartment and I've tried to call the police but they said because of man power they do not handle those calls right now and I tried what they said SPCA but they do not handle those calls at all. Does anyone know who I can call about these dogs barking all day and night? (Yes I've tried my landlord but they are have not dealt with this yet)
