Small Rescue pup hoping for home to call his own

Ted was found on the side of the road hungry, dehydrated and covered in ticks. He has had a long journey and still has lots to learn but he is ready to find is forever home! Ted is still a puppy, he shows signs he was possibly abused as he was afraid to come inside the first few days in his foster home. He still is learning people are safe but he’s such a good boy. He’s doing great on potty training! In his foster home he has cats and another small dog. He really wants to play with the kitties but most of them don’t feel the same way. The other little dog in the home has a lot of special needs and Ted does well with him. We aren’t sure of his breed however he seems to be small maybe with chihuahua and beagle.
