Black & white female dog w/pink collar and tag found in a vacant lot; she can't be caught by anyone even the humane society. Locals are feeding and watering her and she has a blanket to lay on. She is extremely sweet and needs to go home. However she got here, she is not leaving, certain her owners will come back.
