Description: He's very kind, call Charlie in a sweet, high-pitched voice and he will likely come. Probably scared but he won't attack. Please give him some water and get in touch with me or animal control. He has one eye (right), and will more than likely run if you don't call his name. He was not wearing a collar, and squatting low, sticking your hand out, and making kissy noises at him will likely get his attention. Please do not chase or he will run.
