EXPLAIN AND HELP WITH HEATING SYSTEM

I own a condo in a condo building that I live in. A few years ago the building management offered a free improvement to the heating system in each unit. The 3 images show it. There is a knob on a wall with a thin stiff silver wire coming out the bottom and going under a grate on the floor. We turn the knob to set the heating temperature. I have some questions: 1. What is it called? 2. Who manufactured it? There are faint letters in the lower right corner of the square that the knob is on that look something like “Zanline”. They are now saying that the heating system is “common area” (not in my unit) so they have a right to come in and inspect it when they want to. 3. Does that make sense? It contradicts the Master Deed that says everything between my walls is mine to maintain. It also sounds like fraud that they could give me something for free then say that they now own and control part of the interior of my condo. 4. Could I have it replaced by someone to remove any claim they might have to it? 5. What replacements are possible? Could I just have it replaced by the same product to say it’s now mine? How much would that cost? Would the building management have to participate, for example, turn something off? It is hot now and we haven’t used the heat in months. 6. Is anything flowing through the top pipe in image 3. PIPES UNDER GRATE?
