Can you just feed starving kittens?

2 stray kittens at my apartments are starving. We were feeding them but were warned it's a lease violation. Can anyone with a house or apartment without these rules just feed them? You don't need to take them in. Just put out food and water once a day. I will give you a big bag of food. I have been watching them starve. It's hard. Please help.
