fix my diesel bus' fuel intake

the bus sat about 10 months after running perfect. i thought the fuel line had just drained back out, so I tried to start it usung starter fluid. jumping off a running vehicle, i went thru a can of starter fluid over about 45 minutes and seems like no fuel is reaching the engine (international 7.3). i wish i was a better mechanic, but I'm ready to pay somebody to figure out what's wrong and help get her started. The $80 is just a guess because I had to put a price. Negotiable. This is in McCracken Co not too far from south side wal mart and lowes etc
