Small Dog Playmate Wanted

My sweet, 5-year-old neutered male dachshund needs a playmate. He's most comfortable around small to medium dogs who aren't aggressive players. He's playful and easygoing. Loves all people. I live in an apartment without a yard so we've been going to area parks. He stays on his 15 foot-leash at most of them. We both dislike hot/humid weather so earlier morning would be best. Please be able to provide confirmation that your dog is current on vaccinations, also free of fleas or any other conditions that could be transferred to Roscoe. I use natural essential oils as flea preventive and it works very well. I home cook for him. If you think of your dog as a family member we'd probably get along well.
