Looking for legal help with visitation rights

Hi, I am looking for advice on how to get legal help for my girlfriend. We have been trying to pursue legal action against her child’s father who has not allowed her to see her daughter in over six months even though she is supposed to get visitation every other week. He is a meth user and a catalytic converter theft. He does not have a registered address so it’s apparently impossible to subpoena him. We have put out a “subpoena by publication,” but I’m getting tired of how slow everything is taking. He seems to continually get away with things and people in the system don’t seem to care. He also had a domestic abuse case for beating up my girlfriend about a year ago that was dismissed for further evidence today for some reason. We don’t currently have a lawyer helping on this and my girlfriend has to call the police and the courts all the time trying to find information on what to do next. This is taking forever and we are constantly left confused and frustrated and waiting for next steps as we repeatedly call the courts and police. It would give us a lot of peace of mind just to know where the daughter is. If possible we would like to pursue every legal action we can against him. We have money to do this but even looking for a lawyer can be difficult. Please do not respond if you are not going to be helpful. Useless opinions will be completely ignored.
