I need water pressure help

Hi I repair flagpoles. Flagpoles are placed in a corrugated steel sleeve (3 ft long), plumbed and then surrounded by sand. If not sealed properly, over the years the sand shifts and the poles get out of plumb. I have a set up like that now to repair. The poles are out of plumb. I need somebody with a machine / setup that produces a high volume of water with a high pressue flow to force the sand out of the sleeve. We would empty the sleeves of all or most all of the sand. Then we can re-plumb the pole and put in new dry sand. A conventinal water pressure cleaning set up is not enough water or pressure to do the job.
