Sick fish help!

Hello, I am an experienced aquarist and have a sick fish on my hands that is not getting better. He has started going down hill for about two weeks. Very lethargic, not eating, mouth always open, and doesn't greet me anymore. He is suffering and I was hopeful a fish keeper with experience in fish rehab would be willing to take him and cure him. I am not offering money, but if you can save him I am OK if you keep him. I just want him to be happy and healthy! I've had him about 4 months and he has been healthy and lively until now. I've given him two doses of API general cure with no improvement. Frequent water changes and a bubbler for aeration. He gets high quality bug flakes and gets fed every other day. He has a bad case of fin rot we have been battling but I am more worried he has the beginning stages of dropsy. It is hard to tell if he is pineconing or just bloated. Anyway please help if you can!
