Need Help with Pool circulation problem

Hello. I am posting this ad for my mother (91 years old). She has had a pool circulation problem with for quite a while, and so is always fighting an algae issue. There are bubbles coming out of the return valves into the pool as well. I figure they are most likely connected to the same issue. After much research, I think it could possibly be a leak (on the filter side of the equipment). But I checked all the piping for any leaks and only found one tiny one on a valve going into the basket, which I patched. But she still has the problem. Is there anyone that has any ideas of what else it could be? I am sure that my father and brother could have taken care of this since they were so smart they could repair absolutely anything, but they both passed away over the past several months. Maybe someone who is a veteran would be willing to help, since my father was a WWII Vet. Or is there someone who knows about this type of problem that could maybe go by and check it out? Does anyone give free estimates? She would pay for a repair as long as it is a reasonable quote.
