Yard scraping,tilling,leveling needed

Have a back yard thats has settled...it is lumpy with high and low spots...looks terrible.. Looking for someone who can level it out, nice and smooth...... Not sure which method would be best...a tilling machine, or some kind of scraper or maybe just install topsoil.. Please let me know if interested. Thank you.. ( Please dont flag and remove this...if ive posted something illegal just let me and i will comply )........
