8mo old pit-bull

My neighbor, in my apartments, has this 8mo old pit that he can no longer control. She gets little to no exercise and is extremely hyper, BUT she is also incredibly loving and lives with a small dog. She plays with my dog (the yellow one in the picture) and my dog weighs about 40lbs. He has asked for help in rehoming 'Sweetpea' thus this post. Asking for a rehoming fee and for references to insure she would not be used as a fighting dog.
