Found brown Labrador

Found a brown Labrador today on McDowell between Avondale Blvd and 119th Dr. The harness shown in the pictures was already on him when I found him. It looks like he's been lost for a while now. If anyone recognizes him or knows who he belongs to please reply. He has no microchip.
