Budgie parakeet for adoption

I will be heading off to college out of state, and I don't think my pet budgie will have the care and interaction that he deserves. He is a male green budgie (Melopsittacus undulatus) who is about three years old and in good health. He is shy of human contact and doesn't make very much noise. He comes with his cage (about 2ft x 2ft) and a bag half full of Roudybush pellet food. Rehoming fee is $30. Adopter must provide reasoning and/or proof that the budgie will have a significantly higher quality of life than if he were to stay home with my parents. Things I am looking for are: -people/birds that will give him social interaction, if he can enjoy it -people who will give him time to be outside of his cage -people who can put his cage in a large room that provides enrichment.
