Fill a 2 inch gap with cement- need 40ft ladder

I have found a 1-2 inch gap in black caulking above some flashing that needs to be filled with cement (it's allowing water to enter the house). The job will require a 40ft ladder and probably two men (when a ladder that long is used). I've attached a picture of the gap. The second picture shows where gap is on the house. I'm thinking to fill the gap with cement (mortar is too water soluble, as water will be sitting on this ledge). But I'm open to other suggestions as well. All of the old black caulk needs to be scraped out, so that we can fill the gap completely. Please let me know your cost and if you are available this week. Thank you!
