Need Insight/Advice on Housing

I know I am going to get a lot of scams, but I am sick of being stuck in the hood. Why is it so hard for a teacher to find secure 1 bedroom, 1 bathroom housing with parking on the Westside? I don't even really need amenities? Sorry, now that I have ranted, does anyone have any advice on how to negotiate with landowners or property managers on lowering rent by just $100-300 per month? Or locations that have 1 bedroom 1 bathroom with parking (willing to pay extra for parking) in desirable neighborhoods?
