Need a Vespa/Motorcycle Mechanic who can come to my house

Help with troubleshooting problems on a Vespa Im looking for someone, mechanic or other, who knows something about Vespas and can help me troubleshoot. My Vespa suddenly won't start after leaving key turned on accidentally for a few weeks. I charged the battery and it still wouldn't start. I purchased a new battery and still nothing. Completely dead. I have confirmed its likely not the battery as I have tested both the old and new battery and they both appear fine. Someone told me it might be the fuses but I have no idea how to check a Vespa fuse or even how to change it if its dead. Also I have no way of getting the Vespa to a mechanic to troubleshoot as the Vespa won't start and I have no way of transporting it. I will pay a mechanic or anyone who can fox this issue. Any help would be greatly appreciated.
