my car ia stuck and needs to be flashed. I need help please read

Hi there, I am in need of a mechanic who can flash my PCM. Someone tried to steal my car, and stuck on antitheft. I put the ignition system back together but it needs to be reflasbed and keys which I do have need to be programmed. I know it will cost me please contact me if you have a scanner that can reset parameters and introduce new modules and make it so I can program keys. OR IF ANYONE HAS THE ELM327 OBD2 INTERFACE for windows with usb cord, or vlinker, or any other interface that will work with forscan Contact me at . I have to get car out of where it's at. Thanks
