Is there a way to feed Quail & Doves w/o attracting pigeons?

Hello, We enjoy having a quail feed block in our back yard. We have a good variety of birds and really enjoy the quail & doves. Unfortunately, it also attracts pigeons! I have considered Owl Decoys but fear it will scare away the quail and other smaller birds too. I do NOT want to hurt or harm the pigeons either. Is there a such a thing as a “cage like” product or fencing that would prevent bigger birds including pigeons? – Any advice on using Owl decoys without scaring quail? Suggestions? – Thank You!
