Could someone fix a Hoover vacuum for us?

Our Hoover Elite Rewind Plus Upright Vacuum Cleaner seems to have dirt clogged up in the hose that I cannot figure out how to clean out of it. As a result it doesn't pick up. Anyone who might know how or could come by would be greatly appreciated. I'll pay no less than $20 for your services. We live over by Emanuel Hospital in subsidized housing for the disabled.
