What time are you thinking of? San Francisco has always been a fairly closed shop. As long as bands didn't want to get paid and brought in heads to drink at the bar that was good enough. Other than that, no matter what kind of effort a band made to bring in people, or how good the band was, the club owners were indifferent. Even before the COVID hiatus there was a cover band preference by music bookers of establishments that had live music. There were the usual bands playing at the same venues, similar bands whose members had friends of friends.
