Front Lawn Re-Mulch and Weed Barrier

Hello! We are looking for someone to remove the weeds/grass in our front lawn and add a weed barrier underneath the mulch. Extra mulch was brought from the backyard to the front yard, so we're wanting to remove a good amount of it, maybe half. The yard is roughly 45x35 sq/ft. Our budget is between $200-$500 depending on the scope of work. Our mail goal is to create a long term solution to prevent overgrown weeds and grass in order to minimize maintenance as much as possible. Any other recommendations are welcome!
