DETROIT — A man was arrested Tuesday morning in Detroit after he fatally shot his neighbor during an early morning argument, police said. The suspected shooter then locked himself inside an apartment complex at the Shirley Manor Apartments off Sharon and Woodmere streets around 1 a.m., police said.
