After conception, it is only between male and female to deal(Think of it like being single. You can date whoever you want whenever you want, however you cannot once you come into legal status of marriage). State and Federal government should stay out of it. This includes child support $$$, or any welfare (Snap,WIC, etc).
In case of rape, police report needs to be filed and no money distributed until male caught and brought to justice. We can't just have rapist running around. This should also greatly solve the issue of crossing over the border.
