I have been reading the over 30 lawsuits brought against Gov Newsom... Evidently he knows nothing of either the LAW or the Constitution... go figure He did get one ruling in his favor, by a stupid judge that rules although giving tax payer money is illegal he would let it go ahead !!!!!!!!!!! If the Judge and the Gov would read the 8 and 14 amendment they will see that the Constitution prohibits Tax payer money from being given to non citizens... In fact they would learn that under both of those amendments that only US citizens are entitled to the full protection, and benefits of the United States... not even person with "green" cards are eligible for any benefits that a citizen can receive.
