How is it possible that illegals died in a trailer?

Mayorkas and Biden's press secretary have both stated that the border is CLOSED. So how is it possible that a bunch of illegals got through and died on American soil ?? Any guesses on WHY that tractor trailer rig wasn't SEARCHED, before it crossed the border ??
