Scuba Diving -Attach chain to block

I need a diver to attach a chain to a block on the bottom of the Merrimack River. It is in less than 20ft deep and close to shore. I can offer the boat ride and chain. I just need someone to unhook the current chain and attach the new chain. I would do it myself, but sold my equipment a while back. Should not take long the marina is near the block and removing and adding a chain should be easy enough.
