If the property was built before March 1978, the landlord must contact an Environmental Protection Agency (EPA) certified lead dust sampling technician (LDST) to perform a lead safe dust sampling test in the home or property unit. This one-day course is required for the training of individuals who sample lead dust to comply with various regulatory requirements listed below. This program satisfies the requirements for the EPA Renovation, Repair and Painting Rule (RRP) for training certification. It is a special upgrade to the EPA Lead Dust Sampling Technician that will emphasize the preparation of the Lead Safe Certificates required for rental units by the Philadelphia Department of Health (DOH). The course provides detailed instruction regarding the performance of visual inspections and wipe samples for lead dust as clearance testing as required by EPA’s RRP, HUD’s LSHR, NJ’s N.J.A.C. 5:10 and City of Philadelphia Landlord’s Certification of rental properties. Our instructors will provide various guidance documents from the DOH, discuss how to complete the Lead Safe Certificates, how to troubleshoot wipe sample failures, and other Philadelphia specific issues. Renovation activities that disturb lead-based paint can create dangerous lead paint dust. The purpose of lead dust clearance is to determine if the area is safe for re-occupancy. In order to ensure the safety of the tenants for any renovation project in older housing, it is highly recommended that a Dust Sampling Technician provides their services to ensure that proper lead dust cleaning procedures have been followed.
