Animal Shelter's AC Broken - leaking

We are a small animal rescue shelter. We have very little money. The landlord will not replace the AC. The AC leaks freon. We added a sealant and freon. We lost the freon again. and the sealant did not work. sd` Does anyone know how to stop the leak - If so, please tell us how you will do it and how much is your fee. We have no idea where the leak or leaks are. It is a ONE unit system on top of 1 story building Thank you
