Need repair work done on my electric mtb

I need to get some repair work done on my electric mountain bike. I need some1 come to my home and do it. I cannot go to the LBS nor can I meet you anywhere due to circumstances. I will pay good -$200. I estimate will not take more than 20-30 minutes for someone with solid knowledge of bicycles. For that reason, strongly prefer someone who has worked in a bike shop or ridden for many years and personally fixed them. The $200 includes labor and all materials. So pls have all tools and materials when you come. Id like to get it done on the spot. If certain parts are model or type specific (such as brake pads or pistons) I will communicate to you the model of bike before you come. Whats wrong with it: One of the brakes (rear disc) seized in the on position. Tires wont rotate. Cant roll the bicycle. One of the reasons I cant meet elsewhere. May need new pads, fluid, etc. (For you to judge). Bike is not shifting when chain put on. Problem may be with the detailleur front arm being slightly bent or cassettes out of alignment or damaged or just need a longer chain put on (which I have). Problem is most likely not with shifters.
