How do you rehome a puppy without getting flagged?

I've relisted my ad for rehoming a small puppy several times- only to keep getting flagged. What is the catch here? Are breeders and dog flippers behind the constant flagging of the posts? With that being said, I have a small chi-poo for rehoming. 2 months old.
