What to do when the Public Def. lacks $ to proc. exculpatory evidence?

Is the only answer to file a Federal Lawsuit for Constitutional rights violations of due process, or charge the PD office with the crime of "Obstruction of Justice" ?? The LA times did a huge expose about the caseloads being triple what the law allows, the funding being inadequate to give due process to defendants who are innocent, and can prove it, with exculpatory evidence....if only the inexperienced, inadequate public defenders would find the time, or the personnell to review evidence before forcing an innocent party to take a plea or go to trial with no background investigation. I am experiencing egregious neglect and malfeasance with the PD office at LAX. Any help or advise out there. I'm innocent of DV assault, and am actually the victim of extreme long term abuse.
