Looking for someone to remove a nut/bolt

If some1 is handy with tools and maybe knows a bit about bicycles, i have some kind of nut or bolt screwed on way too tight on the rear wheel axle. It's probably a 5 minute fix with the right tools. It is the silver covered one in the center. Only thing is, you would have to come to me. I am in Tamaqua. It's pretty much a name your price thing.
