Install 2" offset flange for toilet

I have an offset flange for a toilet. I have a concrete slab. so the concrete has to be chipped away, the3 old flange removed and the new PVC offset toilet flange installed. I have never done it, so I thought I'd hire someone. Can you do it? Have you done it before?
