Mayor and City Council Honor Esteemed Veteran Specialist Fifth Class Thomas Henry Wright, Jr. In Spring of 1969, Thomas Henry Wright, Jr. graduated with an Associate's Degree in Architectural Engineering from Southern Technical Institute, Marietta, Georgia, and was subsequently drafted by lottery, Number 76, to serve in the United States Army. On March 19, 1970, Thomas reported to the Atlanta Induction Center and was assigned to Fort Knox, Kentucky, for Basic Training. In lieu of Advanced Individual Training, the Army recognized Thomas's college education and was sent to Fort Hood, Texas, as Construction Draftsman. This position was to design construction documents for the construction and assembly of components to create bridges, towers, and other structures to be used in the Division to achieve different objectives. In April 1971, Wright arrived in South Vietnam, in the City of Nha Trang, South China Sea, and was assigned to the 21st Signal Group, which was over all signal and communications. In addition to his regular duties, Wright was appointed by the Commanding Officer to represent the 21st Signal Group in the enlisted Men's Council, which would oversee and represent the enlisted men for morale, camp conditions, and the day-to-day challenges that our soldiers were facing in time of war. Wright contributed to the humanitarian efforts and, along with other soldiers, on a weekly basis would deliver milk and ice cream and surplus supplies to the orphanages located in the countryside near Nha Trang. The staff and children, who had lost so much in this conflict, were appreciative for the treats and showed their appreciation by singing and just being happy for the moment of joy. Wright received his Honorable Discharge on December 2, 1971. Read the full proclamation here. Approval of a Resolution for the Expansion of the North Fulton Community Improvement District (NFCID). Action: Approved unanimously This expands the boundaries of the NFCID boundary which gives the NFCID the opportunity to fund infrastructure improvements within the District. Two of the 11 commercial parcels in the expansion are in Roswell. Approval of the FY 2023 Budget for the City of Roswell, Georgia in the amount of $170,653,451. (Second Reading) Action: Approved Unanimously The Mayor and City Council approved the Fiscal Year 2023 Budget. Click here for more information about the budget. This was the final reading. Approval for the City to Assess a Fee for Credit Card Payments. Action: Approved unanimously This approves adding a service fee to credit card transactions of 2.5%. The service fee would go into effect July 1, 2022. However, the Recreation, Parks, Historic & Cultural Affairs Department will have an effective date of January 1, 2023. Customers can avoid a fee by paying via cash, check, bank bill pay, or automatic bank draft. Approval of a Resolution Adjusting Stormwater Utility Rates, Sanitation Rates, and Occupation Tax Rates. Action: Approved unanimously The rates for all three of these services were approved to increase. The Water rates were increased to help fund needed stormwater capital improvements. Sanitation rates were the result of increased fees from Waste Management; the Occupation Tax rate was among the lowest in the region and was increased to be more appropriate. Resolution to extend a temporary moratorium on the acceptance of conditional use applications for multi-family uses such Multi-Family Use is an existing conforming use on the property or such Multi-Family Conditional Use Application is outside of the Historic District and within a Mixed-Use Development where the square footage of non-residential uses are greater than 75% as described in the Roswell Unified Development Code (UDC) Section 13.4.3 in order to make amendments to the Roswell UDC. Action: Approved unanimously This extends the temporary moratorium on the acceptance of Conditional Use Applications for Multi-Family uses by 60 days.
