Colorado WAGEES Data Evaluation The Latino Coalition for Community Leadership is seeking consultant services for data analysis for the deliverables described below. This solicitation concerns the Colorado Work and Gain Education and Employment Skills (WAGEES) program which is funded 100% by the Colorado Department of Corrections. It is anticipated that the deliverables will not exceed 52 hours and will be completed by March 31, 2023. Proposals should include a project summary, summary analysis, outcome evaluation, timeline, and budget. It is highly desirable that the person or entity responding have experience analyzing and/or evaluating criminal justice data in Colorado and has expertise in the criminal justice system. Please send proposals by responding to this post by 5:00 p.m. MT on June 17, 2022. Description of Project and Deliverables: WAGEES provides reentry services to individuals returning from prison with the goal of reducing recidivism through a collaborative partnership between the Colorado Department of Corrections (CDOC) and community- and faith-based organizations in the state. The WAGEES grant program is performance-based and collects information related to service delivery and participant outcomes providing a rich data set. The Latino Coalition for Community Leadership (LCCL) is a grant-making intermediary that assists the CDOC to administer the WAGEES program. The WAGEES program is subject to sunset review provisions. The first sunset review was published in October 2017. A key finding was the difficulty in calculating the recidivism rate for WAGEES participants due to complexities with data matching and comparison (eg. identifying a similarly risk-matched cohort that did not participate in WAGEES). The WAGEES program is currently undergoing its second sunset review and findings will be published in October 2022. Those findings will be considered by the Colorado General Assembly starting January 2023. The WAGEES program seeks assistance with a data intelligence project. The LCCL is interested in options that could be pursued with both short- and long-term timelines. For example, the most immediate interest and data needs relate to: ● Court charges for WAGEES participants compared to non-WAGEES ● Recommendations for ongoing recidivism data-matching with CDOC Longer-term considerations may include: ● Data that sketches a profile of WAGEES participants that thrive or struggle ● Other intelligence related to WAGEES’ rich data set for the purpose of refining the program model and improving successful outcomes for participants. Examples of areas we would like to explore include an analysis of outcomes for participants enrolled with rural versus urban community partners and whether there is a link between stable housing placements and subsequent positive outcomes (such as employment and education placements).
