I need help to help this poor boy being badly abused

Theres a dog thats being horribly abused that Im trying to help, but Im currently out of state. Ive worked with Animal Control but unfortunately they havent been much help. The poor baby is kept in a wetsuit to avoid him licking his open wounds. The sweet boy is terrified of the man who kicks and screams at him. Hes miserable and so sweet. I just need a temporary foster home, where he can be safe and heal, then we can place him with a forever family. Please, if anyone can help. please call or text me anytime! He needs help so badly!
