Stupid chick who left her dog in the car

We found this dog in the car for a good 30-45 mins. Windows rolled up and no water or anything. When she was comforted she said it wasn’t that serious the dog is fine he has water and she does this all the time. The dog wasn’t fine cause you can tell he was panting hard from being hot and there was no water. We called the cops 3 times but no one showed up. When we was about to break the window that’s when she came out with her TJmax bag and her Starbucks. If this lady is your friend, sister, girlfriend etc. whatever please explain to her how horrible of a pet owner she is and then take the dog away from her. It’s not fair to the dog to be locked up in a car with no air or WATER so you can go shopping. Not saying violence is the answer but she definitely needs to be spoken to.
